Accordingly, the Hanoi University of Technology and China’s Hong Hai group have signed an agreement to train students according to demand, design a scholarship programme worth 34,000 USD and build a laboratory. The agreement was signed at a seminar on human resources training, scientific research and technological transfers according to demands from industry, which is aimed at promoting cooperation between enterprises and universities in training. A survey for the Vocational Training Administration showed that 30% of workers have never ever received any vocational education and graduates in Human resources from universities and colleges only account add up to 9%. There are 234,000 enterprises in Vietnam and each enterprise lacks six to seven workers who have ever received vocational training. Therefore, there is a need for 1.4-1.6 million workers who have had vocational education. At the present rate of training, the total requirement for workers with vocational education will be 8 million people by 2010. Deputy Prime Minister Nguyen Thien Nhan said that in Vietnam, while the industries of electronics, banks, tourism and ship building have growth rates of from 20 to 30% per year, education has only a growth rate equal to the economic growth, which is 8-9%. Therefore training cannot meet economic demands. To meet the demand for human resources, enterprises must participate more in training programmes. He also emphasized that there is a need to give priority to training in human resources for already developed sectors, including ship building, information technology, banking and tourism.
